OFFICE OF THE REGIONAL CO-ORDINATING DIRECTOR

MANDATE AND FUNCTIONS OF THE REGIONAL COORDINATING DIRECTOR

(1) There shall be a Regional Co-ordinating Director for each Regional Co-ordinating Council.
(2) The President may in accordance with Article 195 (1) of the Constitution, appoint a Regional Co-ordinating Director for each
Regional Co-ordinating Council.
(3) The President may, delegate the power of appointment under subsection (2) to the Head of the Local Government Service Council.
(4) The Regional Co-ordinating Director
(a) is the administrative head of the Office of the Regional Co-ordinating Council;

(b) is responsible for the co-ordination of the activities of the Departments of the Regional Co-ordinating Council; and
(c) has the status and rank of a Chief Director in the Civil Service.
(5) The Regional Co-ordinating Director is responsible to the Regional Minister in the performance of the functions of the office.
(6) The Regional Co-ordinating Director is a member of the Local Government Service.
(7) The Regional Co-ordinating Director shall ensure that the functions and responsibilities of the Office of the Regional Co-ordinating
Council are effectively and efficiently carried out.

MR. SIMON ASARE

Regional Co-ordinating Director, Central Regional Co-ordinating Council

Professional Profile

Mr. Simon Asare is a seasoned public-sector administrator with over two decades of professional experience in Ghana's local government and public administration sector. He has built an extensive career in local governance, institutional administration, development coordination, human resource management, project implementation, and public-sector management.

He currently serves as the Regional Co-ordinating Director of the Central Regional Co-ordinating Council, Cape Coast, a position he assumed in September 2026. In this capacity, he provides administrative and coordinating leadership in the management and implementation of regional development programmes and supports effective collaboration among Metropolitan, Municipal and District Assemblies and other stakeholders within the Central Region.

Prior to his current appointment, Mr. Asare served as Municipal Co-ordinating Director of the Agona West Municipal Assembly, Agona Swedru, from February 2024 to September 2026. From June 2023 to February 2024, he served as Municipal Co-ordinating Director of the Akuapem North Municipal Assembly, Akropong-Akuapem.

Between March 2021 and June 2023, he served as District Co-ordinating Director of the Atiwa East District Assembly, Anyinam, after serving as Acting District Co-ordinating Director of the same Assembly from December 2019 to March 2021.

His leadership experience further includes appointments as Acting District Co-ordinating Director of the Ahafo Ano South-West District Assembly, Mankranso (June 2018–December 2019); Sekyere Kumawu District Assembly, Kumawu (August 2017–June 2018); Asutifi North District Assembly, Kenyasi (August 2014–August 2017); Sene East District Assembly, Kajaji (August 2012–August 2014); and North Dayi District Assembly, Anfoega (June–August 2012).

Earlier in his career, Mr. Asare served as Deputy Director (Administrative Officer) at the then Brong-Ahafo Regional Co-ordinating Council, Sunyani, from October 2009 to June 2012. He previously worked as Assistant Director (Administrative Officer) at the Asutifi District Assembly, Kenyasi, from May 2005 to October 2009, and at the Akatsi District Assembly, Akatsi, from September 2001 to April 2005.

He began his public-sector career with national service appointments at the Akatsi District Assembly from November 2000 to August 2001 and at Koforidua Junior Secondary School from 1996 to 1997.

Additional Professional Responsibilities

Throughout his career, Mr. Asare has undertaken a number of additional responsibilities that have broadened his experience in public administration, institutional coordination, monitoring and evaluation, security coordination, health advocacy, and stakeholder engagement.

Among these roles, he served as:

  • Representative of the then Brong-Ahafo Regional Co-ordinating Council on the Regional Hospital Advisory Board in 2010.
  • Regional HIV/AIDS Monitoring and Evaluation Focal Person in 2009.
  • Co-ordinator of the Regional Security Council in 2009.
  • Member of the Newmont Ghana Gold Limited Steering Committee on HIV/AIDS in 2007.

These assignments have complemented his substantive administrative roles and contributed to his experience in multi-stakeholder coordination and regional development initiatives.

Educational and Professional Development

Mr. Asare has a strong multidisciplinary academic and professional background, with qualifications in international development, human resource management, public administration, law, geography, project management, and results-based management.

He holds a Master of Arts (M.A.) in International Development Studies, obtained from the Presbyterian University College, Ghana, between 2017 and 2019. He also holds a Master of Business Administration (MBA) in Human Resource Management from the Kwame Nkrumah University of Science and Technology (KNUST), completed between 2007 and 2009.

In 2017, he obtained a Certificate in Results-Based Management from the DANIDA Fellowship Centre & COWI, Copenhagen, following a professional training programme held from 15th to 26th May 2017.

His other professional qualifications include a Postgraduate Diploma in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA), obtained in 2004; a Certificate in Projects Management and Implementation from the Management Development and Productivity Institute (MDPI), obtained in 2003; and a Postgraduate Certificate in Public Administration from GIMPA, also obtained in 2003.

At the undergraduate level, Mr. Asare holds a Bachelor of Arts (B.A.) in Law and Geography from the Kwame Nkrumah University of Science and Technology (KNUST), which he completed between 1997 and 2000.

His secondary education includes G.C.E. Advanced Level studies at Kumasi Academy from 1994 to 1996 and G.C.E. Ordinary Level studies at Kings High School (Technical Secondary, Exams Centre), Kumasi, from 1989 to 1994. He received his basic education at Kintampo Methodist School from 1980 to 1989.
