The Central Regional Coordinating Council (CRCC) held the 2027–2030 Composite Budget Hearings for Metropolitan, Municipal and District Assemblies (MMDAs) in the Central Region on 13th, 14th, and 16th October 2026. The hearings were organised on a zonal basis across five zones and covered all the 22 MMDAs in the Region, comprising one Metropolitan Assembly, seven Municipal Assemblies and fourteen District Assemblies.
The hearings provided a platform for the Assemblies to present their 2026 budget implementation performance, highlight achievements and challenges, and defend their proposed revenue and expenditure estimates for 2027 and the medium term.
The exercise focused on promoting realistic revenue projections, improving internally generated revenue (IGF) mobilisation, ensuring compliance with approved budget ceilings, and prioritising development projects that directly benefit citizens. Discussions also highlighted the need for measurable budget outcomes, reliable data for revenue forecasting, adequate provision for ongoing projects, and improved accountability in the use of public funds.
Key recommendations included training Planning Officers and Budget Analysts in budget impact measurement, allocating at least 20% of IGF to capital projects that directly benefit citizens, strengthening digital revenue collection, and engaging service personnel to support revenue collectors. The hearings also emphasised the importance of resolving boundary-related disputes that affect revenue mobilisation and strengthening monitoring to ensure effective implementation of budget commitments.
The hearings reaffirmed the CRCC’s commitment to supporting MMDAs to prepare credible, results-oriented and implementable budgets that respond to the development needs of communities across the Central Region.
